We will improve regulation and management of production capacity. We will strictly implement the policy of replacing steel production capacity, shall not add steel production capacity in the name of machining, casting, and ferroalloy, and shall only reduce steel production capacity in key areas of air pollution prevention and control. Strengthen local and enterprise steel smelting equipment sorting out, limit and eliminate backward production capacity in accordance with law and regulations. Gradually establish and improve steel output control policies based on efficiency, energy consumption, environmental protection, quality, safety and other standards, and strictly restrict the export of high-energy-consuming and low-value-added steel, pig iron, coke and other products. Crude steel production will continue to be regulated in 2024. By the end of 2025, the steel industry energy efficiency above the benchmark level of production capacity accounted for 30%, energy efficiency below the benchmark level of production capacity to complete technological transformation or elimination. Key areas for the prevention and control of air pollution should further improve the energy consumption, environmental protection, quality, safety, technology and other requirements of the steel industry, and gradually phase out restricted processes and equipment.
